POSITION DESCRIPTION
POSITION: Asset Engineer (Traffic)
RESPONSIBLE TO: Asset Systems Manager

JOB PURPOSE
To assist the Asset Management Team in managing the highway asset effectively and efficiently, and to drive new initiatives to meet the asset management objectives of our stakeholders in accordance with Transit’s policies and procedures.

• Manage on-going improvements to traffic monitoring practices and procedures for asset management purposes.

NETWORK OPERATIONS TEAM
This team is dependent on each other and charged with being recognised by the Industry and Transit Board for the efficient delivery of an integrated, safe, responsive and sustainable State Highway network to transport users.

ROLE SUMMARY
1. Traffic Monitoring
This position is required to manage the processes and procedures necessary to ensure good quality traffic monitoring data is delivered and maintained by Transit New Zealand. This will include promotion of our systems and liaison with other user groups.
This will involve the management of a National Telemetry Site Network contract where continuous data is collected at over 90 locations nationally, to include 4 Weigh-in Motion sites. The position will also include overseeing regional traffic monitoring contracts to ensure national consistency in the QA and timely delivery of data.
The position holder will be responsible for the management of the state highway traffic monitoring database, including loading, validation and reporting of data.
In addition to the day-to-day management of the existing processes, the position holder will be responsible for identification and implication of improvements to meet the increasing demand for high quality state highway traffic information.
2. Promotion of Traffic Data Use
The position holder is responsible for managing the existing publications used to promote traffic data and for investigating other ways to share the data and information.
3. Other Asset Management Activities
The position holder may be required to manage other asset management systems where appropriate. They will also be required to manage the documentation reviews for the relevant asset management activities. Professional services consultants will be engaged to assist in the duties above where appropriate.
PERSON SPECIFICATION
Sector Knowledge
The position holder will have experience in quality control procedures and in managing accurate data. Experience in roading and asset/maintenance management is desirable.
Core Skills
The position holder will have proven ability to communicate clearly and concisely, both orally (including presentation skills) and in writing. They will have strong analytical capabilities and a desire to think strategically.
Given the extent of liaison with Transit and consulting staff and the training expectation, the position holder must be highly proficient with the English language and have excellent computing skills. They will be highly motivated, be able to work under pressure and as part of a team and require minimal specific motivation or leadership in progressing the key objectives of this brief.

Required Attributes
The position holder will have sufficient maturity and judgement to liaise effectively and be accepted by senior managers and engineering staff of consultants, territorial authorities, roading industry and Transit customers.
Technical Skills and Qualifications
The position holder will have a tertiary engineering (a Bachelor of Engineering is desirable). Experience in writing technical reports and documents, and in the use of traffic monitoring data and practices would be an advantage.
A valid NZ Driver’s License (or equivalent) is desirable.
